3-year fixed-term contract
Responsible for developing and executing human resource strategy and a full range of HR functions in support of the strategic direction and overall business plan of the Council, specifically in the areas of recruitment and selection, succession planning, performance and change management, training and development, and compensation and welfare benefits. The Director of Human Resources provides strategic leadership by articulating HR needs and plans to the senior management team.
Requirements:
The ideal candidate should be a versatile team player and good strategic planner, with strong leadership, excellent interpersonal and negotiation skills, high analytical ability and experience in handling complaints, and grievances. Experience in working with various government, public and private bodies will be an advantage. Eligible candidate should possess:
- A Degree in Human Resources, Business Administration or related disciplines
- At least 15 years of HR generalist experience, 10 years of which should be in a leading role, with a proven track record of driving change and delivery of high quality results
- Excellent interpersonal, conflict resolution and organisational skills. Demonstrated leadership in driving HR initiative and managing programmes
- Thorough knowledge of employment-related laws and regulations, experience with varied human resource information systems
- Attention to detail with strong analytical, data interpretation and problem-solving skills. Initiative, committed and strong sense of responsibility
- Proactive, people-oriented and passionate in talent development. Strong people acumen and excellent facilitation and training skills
- High proficiency in spoken and written English and Chinese. Fluency in Putonghua is an advantage
Responsibilities:
- Establish and implement HR efforts that effectively communicate and support the Council's vision and missions
- Lead in HR strategies, policies / systems, and to ensure that they are smoothly implemented and properly communicated and managed
- Lead a team to manage the full-spectrum of HR functions including recruitment & selection, manpower planning, compensation & benefit, talent management & training, performance management, employee relations & communications
- Ensure compliance of HR governance by monitoring and implementing applicable human resources policies and procedures, to maintain an effective HR system and to provide HR analysis
- Maintain knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management and employment laws
- Investigate staff complaint cases referred by other statutory bodies, internal and external complaints cases against staff, prepare investigation reports and make recommendations
- Support management by providing HR reports, advice and counsel; perform ad-hoc assignments and projects as assigned
Terms of Appointment & Fringe Benefits
Appointment will be offered on a 3-year fixed-term contract. Fringe benefits include paid leave, cash allowance, medical insurance and MPF.
